To insert a picture that has a URL (Internet address), click on the image icon in the editing bar:

Copy and paste the image URL into the box provided and click "Insert"
To insert a picture from a file on your PC, click on the tab "Upload a File"
Double click on the image file to upload it.
Once uploaded, you can choose to insert it as a Thumbnail or Full Image by clicking on the appropriate tab:
